A BUSINESSMAN has been fined after being caught on CCTV dumping a large pile of rubbish.

Footage showed Lesley Outram, owner of L and J Services Waste and Scrap Removal, fly-tipping in a Radcliffe street.

A photograph issued by Bury Council shows metal frames, a sofa and other household waste among the rubbish which was tipped in April last year.

Outram, aged 66 of Walmersley Road, Bury, appeared at Manchester Magistrates Court on Friday, April 26.

He pleaded guilty to fly-tipping, failing to produce waste transfer notes and failing to ensure that waste was transferred to an authorised person.

A Bury Council spokesman said: "We are determined to keep Bury clean and stop irresponsible business owners spoiling our environment."

Environmental health officers at Bury Council searched the waste and discovered documents which identified a local resident, who confirmed that he had paid Outram £50 to dispose of the waste.

In addition, CCTV footage showed a large flat-back vehicle tipping waste in Milltown Street on April 19, 2018.

Outram was fined £955 for the offences and ordered to pay costs of £1,084 and a victim surcharge of £55.
