ASBO teenager is banned from Shuttle Centre

A PRESTWICH teenager, who terrorised staff and students at a Whitefield college, has been given an anti-social behaviour order.

Billy Hand, of Deyne Avenue, conducted a campaign of terror at the Shuttle Centre in Whitefield over a period of seven months. During that time, he sexually assaulted a female member of staff, threw fruit and eggs at cars, the building and students, damaged computer equipment and attempted to make his dog bite visitors.

The 19-year-old appeared before Bury Magistrates Court on Friday where he was fined £150 for two counts of causing a nuisance on educational premises and failing to answer bail, ordered to pay £200 costs and made the subject of a three-year ASBO.

The order prevents Hand from going within 200 metres of the Shuttle Adult Learning Centre in Albert Place, touching or assaulting staff, using abusive of foul language in any public place, and causing criminal damage to buildings owned by Bury Council The court heard how in May of last year, Hand was barred indefinitely from the Shuttle Centre after slapping a female member of staff on the bottom. However, over the following months, he continually breached the ban. Hand and a number of his friends became verbally abusive and aggressive toward staff and students, damaged computer equipment and stolen fruit which he used to pelt the cars of staff.

Hand was rude and disrespectful to parents waiting to pick their children up from a football competition and on one occasion, he attempted to get his dog to bite people on command. Staff became so frightened of Hand that they refused to appear in court to give evidence against him. A number of children also stopped using the centre as a result of his thuggish behaviour.

Mr James Parry, Bury council's lawyer, said: "There can be no doubt that Hand's behaviour is such that he has behaved in an anti-social manner and has caused people harassment, alarm and distress."

The punishment was not strong enough. Public flogging would do thugs like him and his gang the world of good. Norm.
